A Motor Carrier Permit, also known as an MCP, is a permit required for certain commercial drivers. There are specific requirements that designate who requires an MCP. The purpose of an MCP is to provide proof that a driver has an active CA Number. The permit is issued by the California Department of Motor Vehicles and is one of the permits that allows commercial drivers to transport goods and/or passengers.

Who Needs an MCP?

Businesses or individuals must obtain an MCP if they operate any of the following:

  • Commercial vehicles with a gross vehicle weight rating (GVWR) of 10,001 pounds or more.
  • Vehicles transporting hazardous materials.
  • Vehicles used to transport goods or property for hire on public highways.

You must have proof of liability insurance filed by your insurance company via the Form MCP65. If you transport general freight, you must have liability insurance coverage of $750,000. If you transport hazardous materials, you must have liability insurance coverage of $1,000,000 to $5,000,000.

Vehicle Safety Compliance Enrollment

Prior to obtaining your MCP, you must enroll in the CHP Biennial Inspection of Terminals (BIT) program. This ensures your vehicle meets safety standards. In this program, you must have regular inspections and maintain proper vehicle maintenance.

For any subsequent violations, the fine could be higher. Additionally, your vehicle may be impounded by law enforcement and/or you may receive an order to cease operations for the California DMV or CHP.

Who does not need an MCP?

Drivers who transport household goods and/or passenger carriers, defined by the Public Utilities Code, do not require an MCP. Additionally, drivers who do not meet certain weight requirements do not require the MCP.
